Overview of global maritime security threats and the need for standards. Historical development and objectives of the ISPS Code. Structure and content of the ISPS Code (Parts A and B). Relevant international conventions (e.g., SOLAS Chapter XI-2). Understanding Security Levels 1, 2, and 3 and their implications.

Roles and responsibilities of the Company Security Officer (CSO). Responsibilities of the Ship Security Officer (SSO). Duties of the Port Facility Security Officer (PFSO). Responsibilities of contracting governments, ship owners, and port operators.

Principles and methodology of Ship Security Assessment (SSA). Assessing consequences of security incidents on ships. Identifying areas needing enhanced security. Documentation, reporting, and updating of SSA.

Requirements and contents of a Ship Security Plan (SSP). Establishing onboard security procedures and measures. Security for receiving ship stores and bunkers. Procedures for responding to security threats and record keeping.

Security risk assessment methodology for port facilities (PFSA). Consequences of security incidents at port facilities. Evaluating and enhancing current security measures. Documenting and updating the PFSA.

Developing a Port Facility Security Plan (PFSP). Implementing port facility security procedures. Restricted area security and cargo handling. Response to security threats at port facilities.

Security Level 1, 2, and 3 requirements and their application. Security measures at each level for ships and ports. Escalation/de-escalation procedures. Communication requirements for security level changes.
